Djibouti
party says sending troops to Somalia ‘’counter-productive’’
MOGADISHU (Waagacusub)-Sessions of the 2010 convention
of the Front
for the Restoration of Unity and Democracy [FRUD: pro-government
coalition party] started today at the People's Palace
in the presence
of leaders and the party's numerous supporters as well
as
representatives of other political parties of the ruling
party (UMP).
The conference, which will last two days, will be the
opportunity for
the participants to "finalize a political strategy
and formulate
concrete proposals which once validated will be subjected
to an
agreement with political partners and will serve as
road map for FRUD
for months and years to come", said the movement's
leader [Ali Mohamed
Daoud].
"It is an opportunity for reflection and debate
but it is also an
opportunity for decision-making which might commit the
organization",
he added said in his opening speech. The FRUD chairman
added that "it
will help the party broaden the participation of experts,
intellectuals and civil society representatives close
to it".
After having discussed at length the great political,
social, economic
matters which made the news at the international level
throughout the
year 2009, Ali Mohamed Daoud emphasized that "Djibouti
is a peaceful
and stable country amidst a trouble region in the horn
of Africa".
He raised in that regard the case of Yemen, which, according
to him,
is "faced with a rebellion and the presence on
its ground of terrorist
groups claiming to represent Al Qa'idah and which want
to create a
sanctuary for their activities on the same level as
Somalia".
"Somalia has been prey to a fratricide civil war
for the past 20
years", said the FRUD leader, adding that the "situation
of anarchy
has led to incidents of terrorism and sea piracy".
"In view of this chaos, the Republic of Djibouti
has worked greatly to
put an end to the tragedy which our Somali brothers
are facing", he
said.
"The so-called Djibouti process reached the election
of a parliament
and the formation of a transitional government which
for the first
time obtained the support of the international community",
he added.
The FRUD chairman nevertheless considered that the "government
is
facing huge difficulties and is very far from bringing
under control
the situation and bringing peace to Somalia".
"We consider that showing solidarity to our brother
in distress is one
thing but to take part militarily in the faction war
is another", he
furthermore said. According to the FRUD chairman, "the
decision to
send Djibouti soldiers to Somalia, which our government
is about to
undertake seems to be a counter-productive decision
on two counts". He
explained himself by adding that "on one hand,
we are already in an
open conflict with our northern neighbour and we need
our soldiers
here.
On the other hand, we are militarily committing to Somalia.
We are
taking huge risks of importing terrorism to our country.
That is the
reason why you have to be prudent with these types of
military
undertakings".
For him: "Eritrea carries heavy responsibility
in the Somali tragedy
because it openly supports Al-Shabab whose link with
Al Qa'idah has
been proved". [Passage omitted]
The FRUD chairman continued his speech saying that "politics
under the
leadership of the president of the republic reaped its
fruits in
several important fields".
"The political context of the 2011 election is
on the horizon at a
time when the economic and social conjunction of the
country is
satisfying despite difficulties due to the economic
crisis which has
hit the country", he said.
"It happens during a time where our country is
facing aggression from
a neighbouring country which wants to sever the country
a part of its
territory. Our country has won several diplomatic victories",
said the
FRUD chairman.
"In this double context of a favourable economic
downturn and a
situation of a country almost at war, the presidential
election of
2010 constitutes an event of great importance which
requires the need
to silence not only idiosyncrasies or political disagreement,
but of
especially fulfilling the scope and weights of commitments
to take,
and to measure their consequences on the future of the
country", he
emphasized.
The FRUD chairman said his "political formation
does not intend to
present its own candidate in 2011 and does not see other
possible
credible alternatives, and is hoping and calling for
the continuation
of the head of state's action beyond 2011 in the framework
of a third
mandate".
"The largely positive track record of the last
10 years speaks in
favour of continuity", he said, adding: "I
know that the president of
the republic still wishes to serve his country and people.
He has the
conviction, experience and is competent and has the
strength".
