Detained Director Dahir Blames Deputy Minister Of Witch Hunt, Documents Purports He Is Clean

Details have emerged around last weeks’s arrest of a Director at the Ministry of Humanitarian Affairs and Disaster Management.

Radio Dalsan has learnt that in the backdrop of the arrest of Director of IDP Resettlement Programme Dahir Noor existed office infighting and alleged witch hunt by a Deputy Minister.

Noor’s Lawyer Abdikarim Mohamed has demanded that his client be released or arraigned before a court.

"it’s illegal to be in detention after 48 hours

We demand him to be brought before the court” Mohamed said.

Around midnight last Wednesday CID officers stormed the home of Dahir Noor

"They were in two cars full of them and some stayed outside and some entered his home.” An eyewitness who spoke to Radio Dalsan on condition of anonymity said.

"His wife and children were terrified of this use of power, some of the children waking up to CID officers in their bedrooms. Guns were pointed at his wife and she was threatened” he added.

Dahir’s laptop and several documents were confiscated and whislwd away to the CID Headquaters to date.

The arrest of Noor was reported by the state media including SNTV who claimed police were investigating $84000 allegedly squandered.

But according to Noor’s lawyer the amount in question under UN capacity project is $40000.

A source tells Radio Dalsan that Noor and the Permanent Secretary at the Ministry moved the said amount of funding from WFP to avoid misapropriation by Deputy Minister de the move Elmi Omar Ceynsene whom he blamed of "making off with anything he could get his hands on” and having a "public fight with the permanent secretary”

"When the first instalment came through of $56,000, the permanent secretary and Dahir decided that it was best to take that money out of the account as the deputy minister had made demands that the money should be given to him to manage. They did not trust him and decided to remove the money from the account it was deposited in” the source said.

"Note that there were three signatures to that account, Maryam Qasim (who had resigned by this point), the PS and Dahir. The deputy minister had already gone to this bank and was trying to change the signatures and it is for this reason that the PS and Dahir decided to move $40,000 of the money so that the deputy minister would not have access to this money – the irony that they are now being accused of corruption whilst they were trying to prevent it” the source added.

2 weeks later according to the insider the Deputy Minister was replaced and the ministry was finally given a minister and new deputy minister. Upon his dismissal, according to the insider Noor and the PS returned the $40,000 into the bank account and explained the situation to the new minister.

Noor had blamed Elmi Omar of a witchhunt leading to the Wednesday arrest.

"This was no secret as he told anyone who would listen to him. He is also an MP. He finally managed to get the Auditor General’s office involved. They reached out to Dahir and in the beginning this process was very amicable. I am told that there were even emails exchanged in which the Auditor General’s Office were satisfied with what had happened. Please note that the money was used to hire 4 consultants plus one assistant and to pay for tickets for the minister etc. In any case, the money is fully accounted for. As I said, the Auditor’s office were satisfied and the matter should have come to an end.” Claimed the insider.

Radio Dalsan is privy of documents backing the hiring of four consultants for the ministry and a Qatar Airways air ticket for the Minister.

The deputy minister then somehow convinced the auditor office to re-open the case and they started harassing Dahir whilst the PS was out of the country. They were making unrealistic demands on him and speaking to him in an unprofessional and rude manner obviously then resulting in them having a fight. Next thing we know, Dahir’s home is invaded in the middle of the night and he is taken to CID.

The auditor office spoke to him about the UN capacity project and the money involved was $40,000. However, he is now being accused of taking $84,000. This was a sum that had been given to the deputy minister by the office of the president and never reached the ministry” the insider claimed adding that Noor’s arrrest was blessed by both Offices of the President and Prime Ministers.

According to the documents accessed by Radio Dalsan the $54,000 was utilised as follows
